All staffing agencies that engage in the leasing of labor in Norway must, from January 1, 2024, register in the register of the Norwegian Labour Inspection (Arbeidstilsynet). Only registered staffing agencies can legally lease out employees. Staffing agencies registered before December 31, 2023, must register in the new system to operate legally from January 1, 2024.
Staffing companies can register after Arbeidstilsynet has opened the application form. This will happen during November.

Who needs to register from January 1, 2024?
All staffing agencies that engage in the leasing of labor in Norway must, from January 1, 2024, register in the register of the Norwegian Labour Inspection (Arbeidstilsynet). Only registered staffing agencies can legally lease out employees. Staffing agencies registered before December 31, 2023, must register in the new system to operate legally from January 1, 2024.
How do you register?
Staffing companies can register after Arbeidstilsynet has opened the application form. This will happen during November.
In the application, everyone must include:
- Documentation of your safety service (vernetjeneste)
- Examples of various types of employment contracts
- Insurance certificates demonstrating active occupational injury insurance
- Proof of ensuring equal treatment of employees
- Sole proprietorships and other forms for activity that are not limited company (ASA) in Norway, or the equivalent in another EEA country, must include a guarantee from a bank or insurance company.
- Staffing agencies registered abroad must include documentation of their registration status from their home country.
- Documents confirming that there is a HSE Representative in the company (verneombud). REMEMBER: from Jan 1, 2024 companies with 5 employees are obliged to have a Representative
- If the company has fewer than 5 employees, the company can choose between having a Safety Representative or an agreement for an alternative arrangement.
- If the company regularly employs 30 employees or more, the company is also obliged to have a working environment committee (Arbeidsmiljøutvalg).
